About Us: C4T Story
When it all began...
Roughly ten years ago, at the turn of the new millennium, both the
Program Manager for Intelligence Systems (PM INTEL) and the Commanding
General (CG) of Marine Corps Systems Command had a similar vision: "fix
what's outside the gate of Quantico." The CG's perspective was much
grander in scope, graduate level research, and education, while PM INTEL
was primarily concerned with systems integration across his various
programs and projects. PM INTEL's needs were able to be met
immediately, but the grand vision would take time and a larger effort.
Planning and activities related to achieving both short and long term
goals commenced and MTC Services Corporation, now MTCSC, Inc., was
involved in all of it.
Where it all began...
It all began in the year 2000 at 234 South Fraley Blvd., in Dumfries,
Virginia.
Current "operations" in support of PM INTEL systems integration were
taking place on the third floor of an office building called the "Elwye
Center." Although somewhat sufficient for small systems integration
that required servers installed in 19" racks, there were logistics
challenges such as moving equipment in and out, as there was only one
elevator. Additionally, it was impossible to work on any
vehicular-mounted systems other than outdoors.
Moving on to the year 2002 at 3931 Jefferson Davis Highway, in Stafford,
Virginia...
"Integrated Team Solutions" came to life. The concept of housing all of
PM INTEL's systems in one facility along with all of the associated
support contractors came to realization. The then MTC Services
Corporation refurbished a former beer distribution warehouse into a
facility with unclassified and classified work space connectivity. In
addition, the "high-bay" construction of the former warehouse was well
suited for vehicle based systems integration. It had, and still has, 14
foot high doors through which you could drive a shelterized, High
Mobility Multipurpose Wheeled Vehicle (HMMWV)-based system or off-load
equipment at the loading dock. Over time, most of the communications
systems and networks needed to support development, deployment, and
support of PM INTEL systems were installed at the Integrated Team
Solutions Facility, also known as the ITSFACTM.
In 2007...
More recently, in late, 2007, MTC Services Corporation rebranded itself
to MTCSC, Inc. and moved into new corporate offices in the Quantico
Corporate Center (QCC). MTCSC, Inc. was the first and remains the
largest tenant within QCC.
In 2008...
In 2008, the concept and vision expanded with the design, construction,
and opening of Phase I of the MTCSC Center for Technology (C4T). The
Information Technology (IT) division completed the conceptual design
plans for the new C4T to be located on the first floor of Building 3 of
the QCC in Stafford, Virginia. Phase I of the C4T was completed on
December 1, 2008.
In 2009...
Even before completion of Phase I, Phase II of the C4T was being
conceived. Phase II, completed September 2009, adds significant
collaborative research and development capabilities as well as
conference support.
How it came to be...
The challenge of fixing what's outside the gate of Marine Corps Base
Quantico was much larger than just building a facility. The vision and
concept included building the relationships with Government, Academia,
and Industry that would bring together the intellectual capital required
to address the operational needs and the technical challenges associated
with meeting those kinds of needs.
During the years 2000-2009 many of those relationships (Government,
Academia, and Industry) were established, but were project related for
the most part. The C4T concept and vision goes beyond the project and
targets development of strategic relationships with local, state, and
federal Government; Academia affiliated centers of excellence; and
Industry partners at the forefront of technology. Over the years,
support for this vision has come from Stafford County, the
Fredericksburg Region, the Commonwealth of Virginia, and Congressional
representatives such as Senator John Warner and Congressman Rob Wittman.
In addition to the many subcontractors working at the ITSFACTM, MTCSC,
Inc. has worked to build relationships with academia such as Virginia
Tech, PennState, Carnegie Mellon, George Mason University, University of
Mary Washington, and the Naval Postgraduate School. MTCSC, Inc. has
also built strong partnerships with such commercial vendors as Google
and NetApp.
And the vision continues...
The C4T must and will continue to build bridges to Government, Academia,
and Industry. For example, a C4T representative recently attended the
Intelligence, Surveillance, and Reconnaissance Technology Consortium
(ISRTC) Organizing Meeting and will sit on the Steering Committee that
establishes the ISRTC. The establishment of an ISRTC is strongly
desired by the Office of the Secretary of Defense (OSD) ISR Task Force
in order to improve timely responses to ISR operational needs.
The C4T continues outreach to specific academic centers of excellence
that will expand the portfolio of expertise available via the C4T for
both research and education. |
